The wise king intended to create a situation where as many people as possible stood up, at their own free discretion and out of their own inner insight, for the gaining of true knowledge which alone gives life continuance.

“Through such prudent acts of great sages life proceeds in its innocence and gives the individual on his freely chosen path real, fulfilling adventures which in a natural manner lead to higher riches of many different kinds.
