Suddenly, however, the advice of the king which they had grown accustomed to and which had so far - as if from inside - directed their action, was gone and only the professional activity was left.
And as if by a secret spell the usual success of the activity of the ministers did not come about anymore; therefore the ministers, afflicted by failures, first of all increased their efforts - for on what else should the success depend if not on the effort on the side of the actor?

“So they raised their efforts through increasingly extensive seminars and assemblies with increasingly passionate discussions and naturally they expected some success.

“But for reasons unknown the expected success did not come about despite all their effort - although they often worked all day and all night.

“They realized that increasing their efforts was not enough if the tools of their action remained limited.
And so they created the ministries: with secretaries general and secretaries, and they built offices, and appointed chief clerks, main clerks, main employees and common employees. Now everything was settled.
